APPT- MAENDELEO—-KUGA PETER MZIRAY–PRESIDENTIAL CANDIDATE,

PRIORITY:

1.PUBLIC HEALTHY
2.PUBLIC EDUCATION, with emphasis in Science and Technology
3.CREATION OF EMPLOYMENT with emphasis in PUBLIC INVESTIMENT

Sector Policies:

1.Healthy

Every Tanzanian will be by law registered to a public health centre whereby once in a year will undergo basic medical check up. In particular checking urine, stool, basic blood test, Blood Pressure, Malaria test, TB test, Blood group test e.t.c. This will result in having healthy people who could be engaged in building modern Tanzania. Those found with problems will be treated. This service will be free.

HIV testing will continue to be optional. Education and awareness on HIV aids will be given priority. HIV drugs will continue to be available to all patients.

2.Education

Every child must complete Secondary Education with emphasis in Science and Technology. English language will be given priority since most books in science and technology are in English. Best Public Secondary Schools which will recruit students from almost all villages will be reintroduced. This was possible in the 1970 to 1980`s.

3 Employment

Employment Creation will come from Public Spending in Health, Education, Construction of Industry, Development of Infrastructure e.g Roads, Railways, Airports, Dams, Affordable Housing Schemes e.t.c. While the Government will invest in Production and Services but it will not run them. Running of such activities will be done by the private sector.

3.Water Services

Water for domestic and irrigation purposes will be available through construction of water dams, small, medium and large. Tape water will be treated so as to drink it without boiling.

4.Agriculture, Livestock and Fisheries

Construction of infrastructure in these Sub-sectors will be a Government agenda. Research both basic and applied, Modern Practice, Agro- Industrial Production and Marketing locally and abroad will be given priority. Small Scale Farmers will be developed to move to medium scale farmers while medium scale farmers will grow to large scale framers.

There will be a National Entrepreneurs Register in which farmers will also be registered so that the Government could work with them closely.

5.Minerals

Small Scale miners will be directly assisted by the Government and marketing of minerals will not be liberalized.. Critical review of all mineral contracts will be done afresh with the aim of making mineral sector contribute much in Public Spending.

6.Corruption

Fighting corruption will be practical and a special Corruption Court and Corruption Jails will be in place the soonest. Corruption cases will be given a maximum of three months to be concluded. Special training in prosecuting and judging the cases will be given priority.

7.Good Governance

Advocating good governance and human rights in all responsible sections will be monitored and whenever necessary improvements will be undertaken. Results from Monitoring and Evaluation of tax payers money and donors money will be incorporated in improving funding policies.

8.The Union

A referendum has to be undertaken for two parts of Tanzania separately so as to get peoples view on the structure of the Union. APPT- Maendeleo supports three governments, namely; Government of Zanzibar, Government of Tanganyika and a small but powerful Union Government.

9. Security

Much work and research has to be done to improve security in the country. Number and quality of policemen has to be improved. More and modern police stations equipped with necessary gears will have to be constructed national wide. A special Bureau of Investigation will be introduced and be detached from common police unit. Dar-Es-Salaam is a very special case in which highly trained special police unit will be in place the soonest.

10.Foreign Policy

Policy of Non- Alignment will be reintroduced. Relationship with Eastern Europe especial in Science, Technology and Economy will be revived. APPT-MAENDELEO supports East African Cooperation as well as African Integration. Unit is Power
